To go to one of these W3C workshops, you have to put in a submission of some relevant kind. They seem to have got a decent number of submissions.

I submitted a description of the Jena spatial Google Summer of Code that Ying Jiang did last summer. Because this work was paid for by GSoC, the affiliation of both of us is "Apache Software Foundation".
