Reopening, some people are likely to still want the ability to create an
NTriples/NQuads parser that uses the older ASCII only encoding
Ideally there should be overloads of {{RiotReader.createParserNTriples()}}
which allow passing in a {{CharSpace}} object and acting appropriately
