One problem was that the code assumed that the system database would contain 
information about the graph but if it is configured externally (command line, 
configuration file) it is not in the system database. The server will remove it 
from the dataset registry that is used fro displatch.

Externally configured datasets reappear on restart.  This is correct - although 
potentially confusing, there is no clean way to know if it is "the same" 
dataset again, or one with the same name.

The other problem is that the UI does not refresh after a successful delete - 
the DB goes away (no dispatch to it etc) but the UI still shows it until F5 or 
navigate away and back again.
