There is a roadmap web page with links and basic information at 
http://jena.apache.org/about_jena/roadmap.html. Whilst this page doesn't cover 
exactly everything in this issue, it might be a good start. Though I'd prefer 
it to be generated from JIRA, or just a link to JIRA.
