To be frank we've seen very little demand for OSGI over the years and it is
still very much a niche deployment environment despite some high profile ones
(e.g. Eclipse)
It seems like it would mostly impose a lot of work on us up front to change how
we manage dependencies for little benefit to users and I would be reluctant to
go down this road
