Other code using {{ARQConstant}} without a {{static}} initialization look a bit 
more excotic, e.g. {{org.apache.jena.riot.system.RiotLib}}, 
{{org.apache.jena.sdb.engine.QueryEngineSDB}}, 
{{org.apache.jena.sparql.algebra.AlgebraQuad}}, 
{{org.apache.jena.sparql.core.Var}}
