We should not need ICU4J - the JDK should it all by now. jena used to use ICU4J 
and it was removed because Java acquired sufficient capabilities. And it's 
large.

If {{collate:collate(?label, 'fi')}} works, the reverse sort is {{- 
collate:collate(?label, 'fi')}}. ASC and DESC would work.
