The code for promotion is already in TIM, TDB and TDB2; it's been there for a
while. The very good news is that there is already a complete test suite,
including some multithreaded tests, which I'd forgotten about.
The only work on this JIRA is add interface to {{DatasetGraph}}; implement in
TIM, TDB and TDB2 replacing the global flags; and fix TransactionHandlerView as
per the comment there.
TIM is done (on my GH working copy ATM) and it helped migrate the test suite so
it was very helpful.
Next, the other two and then PR.
There is a design chance I'd like help with which I'll ask about ASAP. (Which
chocie will minimise our support questions?!)
