You should be able to edit your own comments if:
# You are logged in with the same account
# The ticket isn't closed.
On (1): If the JIRA is restarted (and this is a big, busy installation that
needs maintenance), logins are lost and users need to log in again. Because
tickets can be read without being logged in, sometimes it isn't obvious when
the login has been lost and you need to re-login. See top-right.
On (2): reopen the ticket to edit then close it again.
