Not doing for "Accept-Encoding" for download compressed results; this is a one
time compression, since the results are often the result of a query so are the
response one time only.
The combination of streaming, which requires chunked encoding and is applied by
the HTTP library being used, combined with gzip encoding, which is provided by
the application library code, does not work together reliably.
"Content-Encoding" for uploading gzip'ed files in GSP will be provided.
