so I have solved the issue on my end by removing the exclusion in
the jena-fuseki2/jena-fuseki-geosparql/pom.xml
<exclusions>
<exclusion>
<groupId>org.apache.jena</groupId>
<artifactId>jena-cmds</artifactId>
</exclusion>
</exclusions>
not sure what the motivation was here to add the exclusion, but jena-cmds
is definitely missing during execution with the exclusion. This
explains the error message.
