Current the binary {{apache-jena-fuseki}} (zip or tar.gz) contains both the
Fuseki standalone server and Fuseki as a WAR file.
This ticket is for removing it from the binary file and providing links to the
WAR which is copied to /binaries of the Apache downloads.
Update the README to refer to this and also the Maven Central place to get it.
(We should not have links outside ASF on the downloads page of the project. It
will need to have SHA512.)
