I looked at the https://www.apache.org/dyn/closer.html which behaves oddly after the mirror page were removed and https://apache.org/history/mirror-history.html which made me think that the mirrors were closed, and is what I tried to write out the suggested text from. I see I removed too much, since the download mirrors section is working (https://jena.apache.org/download/index#download-mirrors) with cdn + downloads.apache.org as backup.
