Jena recently had a wave of AI generated issues, a PR and some comments on other issues.

The comments on other, real, issues has given people the impression that work is planned on their bug reports/issue they are interested in.

To me, the use of AI is fine but the responsibility rests with the contributor to make it fit for use.

It is still the human contributor who is responsible, including dealing with the copyright and IP involved.

So, for any likely looking item,

* Seek verification from the contributor
* Add the "AI Generated" label promptly
* Close promptly

I think we should err on the side of promptness, rather than worrying about waiting for a contributor to respond or worrying about mis-labelling. Items can always be reopened and unlabelled later.
