I think it depends what changes you want to make.

Certainly not a problem to apply documentation tweaks and the like.

However, if there is a chance that the release would need to be done,
it would be a nuisance if there were major changes done during a vote,
as they might need to be reverted - or temporarily parked in a branch
- in order to allow the release to be recreated.

For example, had the undo code been committed during RC1, that would
have interfered with creating RC2.
The RM has enough work to do without having to tidy up SVN in between RCs.
