Strictly speaking, a -1 vote does not mean the vote fails. It's not possible to veto a release. The vote just needs at least 3 +1 and more +1 than -1 (binding) http://www.apache.org/foundation/voting.html#ReleaseVotes However even if the vote technically passes, if there are any -1 votes it's generally a good idea to resolve these before release. Even if the -1 is not binding, it's generally worth considering whether to continue if it is not resolved. Either by fixing the issue or the voter decides to withdraw the vote based on further info.
