Hello,

We are facing an issue when using JMeter templates. A description for same is 
given below:

Issue: Template failed to initialise if directory structure contains Japanese 
Character (invalid template path)

Steps to reproduce:

1) Create a directory with its name containing Japanese character(s).
2) Extract Apache JMeter 5.1.1 zip in the directory (containing Japanese 
character(s)).
3) Run JMeter and try to create a template.

Result:
Template fails to load without any popup [error/warning].

Error log:

>>2019-07-09 15:29:18,427 WARN o.a.j.g.a.t.TemplateManager: Ignoring template 
>>file:'C:\Users\prajjwal.laad\Desktop\????\apache-jmeter-5.1.1\bin\templates\templates.xml',
>> an error occurred parsing the file
>>java.net.MalformedURLException: unknown protocol: c

Note: Japanese directory name becomes as ???? on parsing.

>>2019-07-09 15:29:18,444 ERROR o.a.j.JMeter: Uncaught exception:
>>java.lang.ExceptionInInitializerError: null
