   ### Expected behavior

I expect to see Persian language strings normally that I could read them.

   ### Actual behavior

Persian and Arabic characters are disordered and those are not readable,
while encoding is UTF-8.

   ### Steps to reproduce the problem

Add a Test Plan, Thread Group with a HTTP sampler included. Then call a HTTP
service that it reply with a Persian string in exceptions.

   ### JMeter Version

   5.4

   ### Java Version

   17

   ### OS Version

   Microsoft Window 11
