Hi, And to show how confusing it is even I got it wrong, yes the initial 3 +1 votes (ie what is happening now) need to be from the PPMC, to become a release it needs 3 +1 incubator PMC votes as well. And to complicate matters my initiial vote (as I'm on the incubator PMC) count for both.
