testTime.rb fails in some timezones

Even with a patch described in JRUBY-993, testTime.rb still fails here in Japan
(JST). It also fails with MRI, so it's a bug in test case.
I've attached a patch that works in any timezone. I've tested it on Mac OS X,
switching to many timezones.
