I can do a mkdir from the command line, and it works, so it doesn't
appear to be a permission issue. This seems to be the root cause of my
gem generate_index command since the quick dir doesn't get created,
the rest of the files do, just not the quick dir(again this seems to
rule out a permission issue)

I've tried mapping a drive, still no luck. And doing a cifs mount from
a linux machine to a windows server has the same issue as well.
