Cannot install gem using jruby-complete-1.5.0(1).jar

It is not possible to install gem using jruby-complete-1.5.0.jar and
jruby-complete-1.5.1.jar. If fails with:
JRuby limited openssl loaded. http://jruby.org/openssl
gem install jruby-openssl for full support.
ERROR: While executing gem ... (Gem::FilePermissionError)
You don't have write permissions into the
file:/opt/jruby/jruby-complete-1.5.0.jar!/META-INF/jruby.home/lib/ruby/gems/1.8
directory.
With jruby-complete-1.4.0.jar and jruby-complete-1.4.1.jar gems were installed
in ~/.gem.
