All that is necessary is a separate gem that either does not include any C
ext (allowing fallback to pure-ruby racc in stdlib) or a gem that only
includes the Ruby impl (assuming it is more up-to-date than stdlib). So it
is mostly just an additional gemspec and gem push for the -java platform.
