I would like to see the ReferringUndefinedPagesPlugin as one of the core
plugins.

The original (non-core) plugin was an idea by Gregor Hagedorn.
Juan Pablo has already tried contacting Gregor if he allows us.
If not, we will write it from scratch.....already done with some enhancements
and unit tests, see attached patch.
