Hi!

One of Incubator things that we kept was to put there drafts of Board
reports so they could be discussed / tweaked (which btw has seldomly
happened) before submitting them, to Incubator first, Board later on. Thus,
drafts there become reports sent.

But its use is more a "drafts" thing than a "reports" thing, and it's
entirely optional. You make a very good point, Board reports are stored
elsewhere: I asked b/c brain went on autopilot with this, and didn't
thought about reports being stored elsewhere until you noted that.
