Hi! One of Incubator things that we kept was to put there drafts of Board reports so they could be discussed / tweaked (which btw has seldomly happened) before submitting them, to Incubator first, Board later on. Thus, drafts there become reports sent.
But its use is more a "drafts" thing than a "reports" thing, and it's entirely optional.
