JSPWIKI-647 Resolve page aliases when the page cache is disabled
The alias and redirect attributes are set while parsing, and only
CachingProvider parsed a page it had just fetched. Without the page cache
WikiContext#getRedirectURL() found no alias, so the redirect never happened. It
now parses the page for its metadata when it has none.
