Resolution: Cannot Reproduce
I checked this on the current master. The text that starts with NOTE you can
also use BASIC, DIGEST or CLIENT-CERT is at line 385 of
jspwiki-war/src/main/webapp/WEB-INF/web.xml, and it is inside an XML comment
that spans lines 333 to 407, so it is not character data of login-config. I
read the file with a StAX parser, the kind of parser that gives the error in
the report, and found no non-blank text directly inside any element that must
contain only elements, neither in this file nor in the web.xml files of the
integration test modules. The error in the report is at line 302 of the file in
release 3.0.0-rc2, which is not the file on master, so I cannot say what
produced it there. I am closing it as Cannot Reproduce on master; please reopen
it with the web.xml that fails if it still happens with a newer version.
