Additional validation framework enhancements to
-Validate the lengths of all input parameters from at least inquiry and publish
endpoints (all elements),
-Referential integrity checks for anything referencing a tmodel key or another
binding template (accessPoint/UseType) (optional feature)
-Extensive unit tests to ensure spec compatibility
-Revision of many existing unit tests ( many of them use tmodels that were
never defined)
