Well for starters, those are not valid UDDIv3 keys. 

Regardless, try using categoryBag or tModelBag with find_service. It's possible 
you stumbled across in a bug in juddi. Queries can unfortunately be very 
complex in UDDI and its possible that this is one permutation that was missed
