Scope of this JIRA is to just add a consumer co-ordinator module that doesn't
do much initially. This will possibly require some refactor of the existing
offset management stuff as the consumer co-ordinator and the offset group owner
should be the same thing. This refactor and code review will be important as a
lot of the consumer co-ordination code will go here.
