Summary: Revisit sample start date in metrics under when there is

The current logic rolls over a new sample when the current window expires and
either an event occurs or a read occurs. In either of these the starting time
stamp of the new event window is set to the current time.
However this introduces a subtle bias in the case of very low volume sensors
following a period of complete inactivity.
