Currently we don't have visibility into what state the broker is currently in,
ie: Startup -> Running -> Waiting Controlled shutdown -> Shutting down
So without knowing what state the broker it is it's hard to figure out what the
current broker is performing.
This ticket is to add a new metric to expose the current broker state.
