We have a per-partition metric to monitor the LSO lag. This allows us to track
the difference between the high watermark and the LSO, which is useful to
detect transactions which are stalled. It would be helpful to have a gauge to
monitor the maximum lag across all partitions so that users don't need to
collect per-partition metrics.
