I'll attach debug logs the next time I see this, but I have seen this when
updating the RB on jiras - maybe triggered when the jira is closed (not
sure). There is definitely a diff in the /tmp directory but the debug log
said something to the effect of "not publishing RB since there is no diff
attached." If you keep running the tool it silently creates unpublished RBs
which you need to manually discard.
Alex ran into issues with the tool in KAFKA-1425. He notes in

is that we should perhaps switch to rbt. Not sure if that will completely
address this.
