Hey Bill,

We uncovered a bug that can cause Streams to continuously initialize
corrupted offsets from the checkpoint file and fall into an endless cycle
of hitting OffsetOutOfRangeException and reinitializing the task.

This was definitely a regression in 2.7, and the patch is ready already.
