Hey [~evvers],

The intention of the review tool was to help regular commits easily deal with 
the Apache tools which arent themselves integrated (JIRA, RB, etc). If you just 
want to jump in and contribute a patch you should not need to do that. Do we 
have instructions somewhere that seem to imply you need the review tools all 
set up to send us a patch? If so we should probably revise them...
