At the moment, we don't have any mechanism to gate advertised APIs and/or API
versions based on the MetadataVersion. We have cases where this would be
helpful.
For instance, while working on KIP-841, we have had a case where we must not
advertise the AlterPartition version 2 if the controller does not use topics
ids.
