Hi Mickael,
Part 1 adds the ELR and enables the leader election improvements related to
ELR. It does not change unclean leader election behavior which I think is
hard-coded to be disabled.
Part 2 should replace the current unclean leader election with the unclean
recovery. Colin McCabe will help with part 2 as the Kraft controller
