Hello all, I'd like to call a vote on KIP-1051: https://cwiki.apache.org/confluence/display/KAFKA/KIP-1051%3A+Statically+configured+log+replication+throttling. This is a very small change that will allow replication throttling rates to be configured both statically and dynamically (as opposed to just dynamically).
