Review Comment:
   Are we saying Tiered Storage support was the thing blocking JBOD support in 
KRaft?
   
   When I released 3.7, I was only aware of these two limitations described 
here - 
https://cwiki.apache.org/confluence/display/KAFKA/Kafka+JBOD+in+KRaft+Early+Access+Release+Notes
   Both of those are NOT Tiered Storage related
   
   AFAICT, Tiered Storage itself is still Early access. It was introduced in 
3.6 in EA, 3.7 didn't change anything.
   So if both JBOD in KRaft and TS are early access, then they probably don't 
block each other.
   
   What I understand here, is the following:
   - JBOD in KRaft is GA in 3.8, and this is due to some other changed
   - Tiered Storage now supports JBOD as well (still EA)
