Summary: Clear build scan PR status when re-running the tests

When we "Re-run jobs" from the GitHub run UI, it does not clear the PR statuses
since there is no new commit. The result is that the build scan checks remain
in place while the tests are running. This could lead to confusion if the tests
were aborted.
