Replica assignment is a complex issue, as it depends on how a kafka cluster is
run, maintained, and used. KAFKA-19507 aims to enhance the default assignment
policy, and in my opinion, the best approach is to make the system flexible
enough to allow users to customize the policy according to their specific needs
