This ticket tracks the work for KIP-1267.
The goal is to introduce consumer-level cost attribution metrics for Tiered
Storage (KIP-405). currently, operators cannot distinguish which consumer group
is responsible for remote storage fetch costs (S3 GETs/Egress). This KIP
introduces metrics tagged with client-id to enable accurate chargeback and
financial governance.
