Fix For: 4.4.0
Tests that use the {{verifiable_producer}} will sporadically fail because the
test initialization does not wait for all the producers to fully start up
before running the test. The {{verifiable_producer}} should use a similar
mechanism to the {{verifiable_consumer}} to wait for all of the producers to
send the {{startup_complete}} event.
