the follow-up of KAFKA-17939
The Time interface is already exposed by Metrics, KafkaMetric, and
KafkaStreams. It should officially be a public API, but the current interface
is too complex. We need a KIP to deprecate internal-facing methods like
waitObject, waitForFuture, and the timer methods.
