I'd like to start a discussion on KIP-1373: Client Quota Utilization
Metrics.
Brokers already expose per-client quota usage (byte-rate / request-time)
and throttle-time, but not how that usage compares to the effective quota
on the same sensor. Operators currently have to resolve user, client-id,
and default overrides (or a custom ClientQuotaCallback) themselves, so
absolute-rate alerts don't transfer across clients. throttle-time only
moves after throttling has already happened.

This KIP adds a quota-utilization attribute on the existing Produce, Fetch,
and Request quota MBeans:
  quota-utilization = measured-rate / effective-quota * 100
