Guozhang,

Yes, I agree that the controller code is getting complicated and it's probably 
worth a refactoring. A single threaded controller perhaps will make the logic 
simpler and easier to understand. There are operations like reassigning 
partitions that are time consuming though. Instead of blocking on those 
operations, do we want to use a purgatory to track them?

Since it may take time to completely fix this issue, I suggest that we just 
disable this feature in 0.8.2. Otherwise, people may turn it on and hit this 
issue.
