Logic lives in the AbstractHearbeatRequestManager for both Share and Consumer,
but there are tests for each component, in ShareHeartbeatRequestManagerTest and
ConsumerHeartbeatRequestManagerTest (all the testMaximumTimeToWaitWhen...)
This task is to review if the dup tests are really needed, or could we move
them to AbstractHeartbeatRequestManagerTest
