[DISCUSS] KIP-1383: Standard record headers for content type

Hi,
I'd like to start discussion on KIP-1383: Standard record headers for content 
type.
It introduces a standard way for serializers and deserializers to exchange
information about the content of record keys and values, analogous to HTTP
Content-Type headers.
