Since the delegation tokens depend on SASL/MD5-DIGEST, it will be easier to
implement after the SASL/GSS (Kerberos) is in. We'll want to re-use a lot of
the same code in both cases.
Also, there's a good chance we'll use ZK to store the broker secrets, so being
able to authenticate with secure ZK is a dependency.
